Our Board

The ATLAS Board provides strategic direction and oversight for the business.

Its members bring broad experience across construction, finance, business management and executive leadership. With a strong focus on strategy, innovation and long-term performance, the Board supports the standards, capability and accountability needed to deliver quality construction projects across Western Australia.

Julian Ambrose

As a director and shareholder of both Atlas Building (WA) and BGC Australia, Julian has overseen the successful growth of the construction business over the past three decades. He is experienced in all facets of the construction sector, including the successful development and construction of both the Westin and Aloft Hotels.

Julian’s vision is for Atlas to be an industry-leading, self-performing contractor, and he actively promotes the integration of innovative construction solutions across all of our projects.

Kelvin Ryan

Kelvin has over 25 years’ experience in the construction industry at senior executive levels. He began his career in building materials with Boral Ltd, and from 2003 onwards served as CEO of two of Australia’s largest residential building companies – BGC Residential and Simonds Group Limited. He has also held senior executive positions in the mining and manufacturing sectors.

Kelvin brings a wealth of experience in delivering affordable housing solutions and associated financing options, having overseen the financing and construction of tens of thousands of new homes and numerous residential construction projects. He holds a Master of Science degree from Griffith University and is a board member of Housing Australia.

Andrew Teo

Andrew Teo is an experienced corporate leader with over 40 years in finance, governance, and executive management across Australia and Southeast Asia. He spent more than 35 years as CFO and Executive Director at BGC (Australia) Pty Ltd, where he led financial, legal, and strategic operations across construction, mining, and property sectors.

Since retiring in 2018, Andrew has held board roles with several ASX-listed companies, offering leadership and advisory expertise, particularly in the mining and resources sector. In February 2025, he was appointed Director of Atlas Building (WA), where he continues to offer pragmatic leadership, a strong understanding of financial and risk management, and a reputation for guiding organisations through growth and transformation.

Andrew holds a Bachelor of Commerce from the University of Western Australia.

Our team is led by experienced construction professionals with strong capability across commercial building, project delivery and business operations.

Under the leadership of General Manager Ray Daly, ATLAS brings a practical and commercially focused approach to construction. With extensive experience across commercial projects, operational management and team leadership, Ray supports a culture built on safety, accountability, strong systems and continuous improvement.

From planning through to delivery, our people work together with a client-focused approach. We value clear communication and strong relationships with clients, consultants, subcontractors and suppliers to support safe, efficient and high-quality project outcomes.

General Manager

Ray Daly

General Manager

Ray Daly is an experienced General Manager with more than two decades of experience in commercial construction. He has led high-performing teams, managed multimillion-dollar project portfolios and delivered complex commercial projects across a broad range of sectors.

Strategic and hands-on, Ray combines commercial acumen with strong construction knowledge to lead operations from project acquisition through to completion. He is focused on building strong client and stakeholder relationships, strengthening systems and processes, and supporting a culture of safety, accountability and continuous improvement.

Ray is known for developing people, building capable teams and aligning project delivery with broader business objectives.

Construction Manager

Steve Ball

Construction Manager

A forward-thinking construction leader and dedicated Construction Manager, Steve brings over 35 years of experience in the construction industry, including more than 20 years in construction management across a diverse range of project types. He effectively oversees all phases of construction – from pre-construction through to delivery, handover, and final closeout – consistently focusing on win-win outcomes for all stakeholders through maintaining strong relationships with clients, consultants, and contractors.

In the delivery phase, Steve is heavily focused on fostering a safe working environment and culture. A proactive leader, he inspires, supports, and influences his team to achieve excellence and uphold the highest industry standards.

Atlas Group CFO

Catherine Elliot

Atlas Group CFO

Catherine is an accomplished finance executive with extensive experience in corporate governance, strategic leadership, and financial stewardship across complex, multi-entity organisations. She currently serves as Chief Financial Officer, where she plays a key role in shaping strategy, overseeing financial performance, and supporting sustainable long-term growth.

She began her career at BGC, one of Australia’s largest privately owned construction and manufacturing groups, holding progressively senior finance and leadership roles. During this time, she developed strong expertise in commercial management, financial operations, and strategic planning across construction, manufacturing, and services sectors.

Catherine holds a Bachelor of Economics from the University of Western Australia, which underpins her analytical approach to strategy, performance, and governance. She is known for her calm, pragmatic leadership style and her ability to build trusted relationships, supporting organisations through disciplined financial management and clear, values-based decision making.

Business Unit Manager – Commercial

Richard King

Business Unit Manager – Commercial

With over 20 years of experience in the West Australian construction industry, Richard has been associated with the delivery of a diverse range of projects exceeding $500M in value. As a Business Unit Manager, Richard’s portfolio oversees our commercial projects including contracts in the residential, retail, education, hospitality and institutional sectors.

His management style is based on the fundamentals of leadership, developing and maintaining strong client and subcontractor relationships, collaboration, value for money and a focus on continual improvement for the benefit of all stakeholders.

Business Unit Manager – Aged Care

John Irvine

Business Unit Manager – Aged Care

John first joined in 1999 as a Contracts Administrator. In 2007 he was appointed Manager of Health & Aged Care.

The primary focus of this division is on all aspects of retirement living, including green title villages, independent living units, community centres, nursing homes and aged care facilities, as well as health care projects.

Craig Winter

Business Unit Manager – Regional

Having joined the Atlas Building regional team in 2013 as a Site Manager, Craig has progressed his career over the years working his way in to a senior management position where he now leads the regional business unit.

In his role, Craig oversees all aspects of the business from procurement through to the safe delivery of our regional projects. Craig’s extensive construction knowledge and excellent leadership skills ensures he is an effective leader of our regional office.

HSEQ Manager

David Galloway

HSEQ Manager

David has over six years of experience in construction safety management and the delivery of multi-storey projects on the east coast before relocating to WA two years ago.

Having progressed from an advisory role into senior positions and, more recently, into management, David provides HSEQ oversight to multiple concurrent projects through his dedicated safety team, while promoting a positive safety culture and driving continuous improvement.

David aims to provide strong leadership and positive HSEQ performance to help deliver successful outcomes for every project and for Atlas as a business.

Estimating Manager

Andrew Jarvis

Estimating Manager

Andrew brings over 15 years of Western Australian market experience to his role as Estimating Manager at Atlas.

Known for his deep understanding of local supply chain dynamics, labor rates, and market volatility, he leads the strategic planning, bid-writing, and submission process for all competitive tenders and Early Contractor Involvement (ECI) projects.

Throughout his career, Andrew has successfully secured major projects across a diverse range of sectors, including health, retail, transport, education, and aviation.
